Student Awards Agency Scotland to replace ageing systems in modernisation drive

The Student Awards Agency Scotland (SAAS) is set to replace its ageing core technology systems as part of a long-term programme aimed at improving digital services for students and strengthening operational resilience.
The agency has appointed Valtech as implementation partner, working with Appian as the underlying platform provider, to deliver the Core Systems Replacement (CSR) programme. The initiative forms part of a wider organisational transformation to modernise how SAAS delivers funding and support to around 160,000 higher education students.
SAAS said its current systems are approaching end of life, prompting the need for a more scalable and secure digital environment. The new platform is expected to support improved case management, more intuitive online journeys and greater flexibility in responding to policy changes and student needs.
The programme will introduce a modern case management system underpinned by process automation, with an emphasis on improving efficiency, strengthening data governance and ensuring the transparent management of public funds.
A spokesperson for Valtech said the programme would focus on “creating a more flexible, user-centred digital service that can adapt to the evolving needs of students and policymakers”, highlighting the role of modern platforms in simplifying complex processes and improving service outcomes.
Initial improvements are expected from April 2027, with delivery phased through to 2030. During this period, SAAS said it will continue to maintain stable services while transitioning to the new platform.
Chief executive Catherine Topley said the investment is intended to “safeguard the future of student support in Scotland”, adding that modernisation would help deliver “secure, reliable and accessible services” while improving efficiency and value for money.
