What the Index measures.

The Government Transformation Priorities Index measures behavioural engagement signals across Government Transformation Magazine's community of 20,633 UK government DDaT subscribers, tracked over seven years.

The Index does not ask leaders what they might prioritise in a survey. It looks at what they actually do: the topics they read about, the events they attend, the sessions they join, the questions they ask and the themes they engage with in structured discussions.

That makes it a leading indicator of government attention. It does not replace procurement data, analyst research or direct account intelligence, but it helps identify where government interest is forming before requirements become visible through tenders, frameworks or procurement notices.=

What changed from Q1 to Q2?

Transformation Strategy and AI Use Cases stayed first and second. Government leaders are still focused on getting transformation done and putting AI to work, not debating the technology.

The biggest changes happened underneath. AI Sovereignty and Agentic AI both climbed sharply, a sign that attention is turning to who controls AI systems and what happens once you actually use them.

Process Improvement rose just as fast, from 15th to 4th. Leaders aren't only asking what new technology can do, but how services and workflows need to change to make the most of it.

The biggest fallers were Data Interoperability and Decision-Making. They still matter, but this quarter attention shifted towards strategy, applied AI, process improvement and AI sovereignty.

What the Q2 ranking suggests.

The Q2 Index points to four broad shifts in government attention.

Transformation remains the organising priority

Transformation Strategy ranked first for the second consecutive quarter, while Operational Transformation and Process Improvement both sit in the top ten. That suggests government leaders are focusing on delivery models, not only technology choices.

AI interest is becoming more specific

AI Use Cases remains second, while AI Sovereignty, AI Strategy, Agentic AI, AI Governance and Generative AI all feature in the top 20. The conversation is moving from general enthusiasm towards questions of application, control, governance and operating model.

Cross-government themes are prominent

Cross-Government Functions rose to third, while Cross-Government Insights held 11th place. This reflects continued interest in shared capabilities, reusable services, common data foundations and collaboration across organisational boundaries.

Attention shifted from data and decision-support themes

Data Interoperability fell from 6th to 19th, Decision-Making fell from 3rd to 15th, and Decision Intelligence slipped to 20th. These themes remain important, but Q2 engagement favoured transformation, productivity and applied AI.

How suppliers should use the Index.

The Index is most useful at the early stages of the government buying journey. It helps suppliers understand what public-sector leaders are exploring before those priorities become formal procurement requirements.

The practical question is not simply "what is government buying?" It is "what is government starting to care about enough to explore, discuss and test?

Procurement data

Procurement data is valuable, but it is usually late-stage. A procurement notice shows that a requirement has become formal. By that point, the problem may already have been defined, internal stakeholders may already have shaped the approach, and potential suppliers may already be known.

Behavioural Engagement Data

Behavioural engagement data looks earlier in the process. It captures signals from exploration: what leaders read, attend, discuss and question. These signals are not the same as purchase intent, but they can show where attention is increasing before budget, requirements and procurement routes become public.

Methodology.

The Government Transformation Priorities Index is built from behavioural engagement signals across Government Transformation Magazine's community of 20,633 UK government DDaT subscribers, tracked over seven years.

The Index is weighted by recency and seniority, so recent engagement from more senior government leaders carries greater significance than older or less senior signals. The public Index presents aggregate cross-government priorities. More granular analysis by department, role and timing is available through FutureGov Intent and selected partnership briefings.
