MI6 has launched its first official presence on the dark web, unveiling a secure platform designed to make it easier for potential agents around the world to contact the UK anonymously.
The Silent Courier portal, announced by outgoing MI6 chief Sir Richard Moore, represents a significant digital innovation for UK intelligence services, as they expand recruitment methods to keep pace with a rapidly evolving security landscape.
Harnessing the anonymity of the dark web, Silent Courier will allow individuals with sensitive information on terrorism, hostile intelligence activity, or wider threats to global security to reach MI6 safely. Instructions on how to access the service will be shared via MI6’s verified YouTube channel. The agency is advising potential users to take precautions, such as using secure VPNs and devices unlinked to their identity, particularly in high-risk jurisdictions.
The move mirrors steps taken by the CIA in 2023, when it used social media to target potential Russian recruits. UK officials say the platform demonstrates how intelligence agencies are adapting with digital tools to respond to global instability and hostile state activity.
Sir Richard Moore, framed the new service as part of a wider modernisation drive: “Today we’re asking those with sensitive information on global instability, international terrorism or hostile state intelligence activity to contact MI6 securely online. Our virtual door is open to you.”
The launch of Silent Courier comes as part of the UK’s wider Plan for Change, which includes the largest uplift in defence spending since the Cold War. The government has highlighted national security as the foundation for broader reforms, with a particular emphasis on using technology to remain one step ahead of adversaries.
Foreign Secretary Yvette Cooper said: “As the world changes, and the threats we’re facing multiply, we must ensure the UK is always one step ahead of our adversaries. Now we’re bolstering [our agencies’] efforts with cutting-edge tech so MI6 can recruit new spies for the UK – in Russia and around the world.”
The platform also strengthens cooperation with the United States. The UK and US recently announced a partnership with Google Cloud to enhance secure communications, reinforcing the “special relationship” in intelligence sharing.
