GDS launches user research course to boost user-centred design capability

The Government Digital Service has launched a new online course aimed at building skills in user research, as part of its commitment to placing user needs at the heart of public service design.

Developed by GDS in collaboration with departments and agencies across Whitehall, the Introduction to User Research course is now available via FutureLearn. It marks the latest step in the government’s strategy to modernise digital services and invest in the skills of civil servants, as outlined in the Transforming for a Digital Future roadmap.

The free, self-paced course provides a foundational understanding of user research, including how it supports service design in government, the ethical considerations involved, and how to turn user insights into actionable improvements. It is open to anyone interested in the field, whether already working in digital roles, exploring a career change, or simply wanting to better understand how government services are made more effective and inclusive through research.

Thomas Beautyman, Deputy Director for Government Digital Capability, said the course reflects the government’s drive to upskill staff and strengthen its digital workforce.

“As we aim to double the size of the Government Digital and Data profession, accessible learning opportunities like this course are essential,” said Beautyman. “They ensure civil servants are equipped with the tools and understanding needed to deliver services that work for everyone.”

The course is part of GDS’s wider “Introduction to” series, which includes similar FutureLearn offerings in content design and product management. Produced by a cross-government team of experienced user researchers, the course draws on best practice from departments including the NHS, HMRC, DEFRA, and the Ministry of Housing, Communities and Local Government. It also includes contributions from the Government Property Agency and the Centre for Digital Public Services.

Learners will explore topics such as agile service design in government, research methods for different service phases, and how to conduct ethical, effective studies.
