Public services are entering a decisive phase of digital transformation. While government leaders are aligned on a bold vision for AI-enabled, user-centred services, this new research shows how and why progress continues to stall at the point of delivery - and what can be done to remedy that. 

The State of Digital Government Report 2025, produced with Adobe, reveals why the execution gap persists, and where the greatest opportunities lie for government to accelerate AI adoption, strengthen data foundations, and deliver more personalised, seamless citizen experiences.

Drawing on insights from 250 public sector IT decision-makers across central government, the NHS and the Scottish Government, this report offers one of the most detailed assessments yet of government’s AI readiness. Key findings include:

  • Ambition outpaces delivery: 91.2% of leaders believe DSIT’s digital vision is achievable - but only 66.7% of technology professionals agree, signalling deep operational friction.
  • AI readiness is rising, but barriers persist: 75.6% say they are prepared to implement AI in internal operations, yet 30% cite poor data quality as the biggest blocker.
  • Data fragmentation is a systemic risk: Legacy integration challenges and interoperability gaps continue to slow transformation.
  • User experience remains inconsistent: Lack of cross-channel integration and outdated print-and-sign requirements still frustrate citizens.
